Giorgos Velegrakis “Climate crisis and the utopias of its ‘smart management”
Naomi Klein's popular phrase "this changes everything" captures in one sentence the criticality of the issue of climate change not only for capitalism but possibly for humanity today: climate change is now included in the so-called "existential threats", threats that may bring about the permanent limitation of possibilities, or even the total destruction of humanity.
In this crisis-driven conjecture, a paradox arises: On the one hand, the climate issue seems to have been politicized as never before and has been pushed high on the political agenda. On the other hand, the 'political' solutions that are being proposed and put forward are proving to be constantly inadequate.
This presentation focuses on this paradox by placing the technology dimension in the frame. How and why are climate policies today far more reinforced on technological solutions and less on the necessary social and economic transformations? How and why have concepts such as 'smart', 'green' and 'sustainable' technologies, 'renewable energy', 'adaptability' and 'resilience' been established and consolidated? What or critical approaches to these concepts from the fields of political ecology, radical geography, and STS studies?
H δημοφιλής διατύπωση της Naomi Klein “this changes everything” αποτυπώνει με μία φράση την κρισιμότητα του ζητήματος της κλιματικής αλλαγή όχι μόνο για τον καπιταλισμό αλλά πιθανώς και για την ανθρωπότητα σήμερα: η κλιματική αλλαγή εντάσσεται πλέον στις λεγόμενες «υπαρξιακές απειλές», απειλές που ενδέχεται να επιφέρουν τον μόνιμο περιορισμό των δυνατοτήτων, ή ακόμη και την ολική καταστροφή της ανθρωπότητας. Σε αυτή την κρισιακή συνθήκη εμφανίζεται ένα παράδοξο. Από τη μία το ζήτημα του κλίματος φαίνεται να έχει πολιτικοποιηθεί όσο ποτέ άλλοτε και έχει προωθηθεί ψηλά στην πολιτική ατζέντα. Από την άλλη, οι «πολιτικές» λύσεις που προτείνονται και προκρίνονται αποδεικνύονται συνεχώς ανεπαρκείς.
Η συγκεκριμένη παρουσίαση εστιάζει σε αυτό το παράδοξο τοποθετώντας στο κάδρο τη διάσταση της τεχνολογίας. Πώς και γιατί σήμερα οι κλιματικές πολιτικές ενισχύουν πολύ περισσότερο σε τεχνολογικές λύσεις και λιγότερο στους απαραίτητους κοινωνικούς και οικονομικούς μετασχηματισμούς; Πώς και γιατί καθιερώθηκαν και εδραιώθηκαν έννοιες όπως «έξυπνες», «πράσινες» και «βιώσιμες» τεχνολογίες, «ανανεώσιμες πηγές ενέργειας», «προσαρμοστικότητα» και «ανθεκτικότητα»; Ποιά η κριτική προσέγγιση αυτών των εννοιών από τα πεδία της Πολιτικής Οικολογίας, της ριζοσπαστικής Γεωγραφίας και των σπουδών STS;

Giorgos Velegrakis, MEng in Electrical and Computer Engineering (Electrical and Computer Engineering School, National Technical University of Athens, 2007), MSc in Environmental Policies and Development (Rural and Surveying Engineering, National Technical University of Athens, 2009), and PhD in Geography and Political Ecology (Geography Department, Harokopio University Athens, 2018) has been an adjunct faculty at the Philosophy and History of Science Department, National and Kapodistrian University of Athens; adjunct faculty at the Surveying and Geoinformatics Engineering Department, University of West Attica; adjunct faculty at the Geography Department, Harokopio University of Athens; adjunct faculty at the Sociology Department, University of Crete. Previously a post-graduate researcher at the Institution of Mediterranean Studies / IMS-FORTH (2020-2021) and a Marie Curie doctoral fellow (2012-2015), he has considerable research experience on issues of relevance to the environment-society relationship. He has published and edited 11 books, 6 book chapters and 20 articles on issues of relevance to policy regarding extractivism, political ecology, radical geography, socio-environmental conflicts and movements, the commons, global sustainability transitions and STS. He is member of several academic and research collectives and groups such as the Undisciplined Environments political ecology group, the Radical Geography Notebooks, the International Critical Geography Group – ICGG, the RLS GWG “Beyond Development”, the European Inter-University Association on Society, Science and Technology -ESST, the Research Network on History, Technology and Europe – Tensions of Europe (ToE) and the research cooperative commonspace.
